1.Who Can Receive

  • An R.O.C. national with Taiwanese household registration.

  • Personnel at government agencies at all levels stationed abroad who currently does not have household registration within Taiwan, and his or her spouse who is an R.O.C. national.

  • A person who has received resident permit for the Taiwan area but does not have household registration within Taiwan.

  • A person of the Mainland China area who is a spouse to an R.O.C. national with Taiwanese household registration, and has obtained dependent resident permit or long-term resident permit in Taiwan.

  • A foreigner who is a spouse to an R.O.C. national with Taiwanese household registration, and has obtained resident permit in Taiwan.

  • A Hong Kong or Macau resident who is a spouse to an R.O.C. national and has obtained resident permit in Taiwan.

  • In case the person of the Mainland China area, foreigner, or Hong Kong or Macau resident in the three preceding clauses becomes divorced or the death of his or her spouse, the individual is eligible if his or her resident permit has not yet expired.

  • A person from Clause 3 through 7 who has obtained resident permit but has not set up household registration.

  • A foreigner who has been granted permanent resident permit for the Taiwan area.



Remittance Registration

From 8:00 on November 5, 2025 to 23:59 on April 30, 2026

III .Registration Process

During the first 5 days of registration (from November 5, 2025 to November 9, 2025), the order in which members of the public may register for the universal cash handout will be determined based on the last two digits of their national ID number or resident permit number.


The recipient or a proxy may register on the Universal Cash Handout Website on cell phone, tablet PC, or desktop by filling out relevant personal information:


The Taiwan R.O.C. national ID number or Taiwan R.O.C. resident permit number.

The number of their financial institution account or the post office account.

The NHI card number of the recipient.

The agent function for Remittance Registration is not available to ARC holders.


IV .Remittance time:

Those who complete registration and pass the verification process between November 5, 2025 and November 10, 2025 will receive the cash from 18:00 on November 11 to November 12, 2025, based on each bank’s operating procedures.

Those who complete registration and pass the verification process between November 11, 2025 and November 17, 2025 will receive the cash from 18:00 on November 12 to November 18, 2025, based on each bank’s operating procedures.

From November 18, 2025 to April 30, 2026, those who complete registration and pass the verification process by 18:00 will receive the cash on that same day (if that day is a holiday, the deposit will be postponed to the next business day). Those who complete registration and pass the verification process after 18:00, the cash will be deposited to the account on the next business day.

I .Cash withdrawal available:

From November 24, 2025 to April 30, 2026

Nationals born between April 1, 2026 and April 30, 2026 in Taiwan can claim the universal cash handout until May 22, 2026.

II .Required items/information

In-person remittance:


Bring your NHI card if you have one. If you don’t, please bring your national ID card or alien resident certificate.

Precedence will be given to photo NHI cards. During the universal cash handout, NHI cards without photos should be accompanied by a separate photo ID (national ID card or alien resident certificate).


Remittance by proxy:


When the universal cash handout is received by a proxy, the recipient’s NHI card and the proxy's identification document (NHI card or national ID card or alien resident certificate) should also be brought, and the universal cash handout shall be acknowledged and signed by the proxy.

If the recipient doesn’t have an NHI card, please bring his/her national ID card or alien resident certificate.

If the recipient has neither an NHI card nor a national ID card (or alien resident certificate), please bring his/her household registry or household registration transcript.


III .Remittance Process

From a post office counter, the recipient will verify the amount of the cash, and sign and acknowledge that it has been received.
